The idea to develop a bilateral forum for effective working relationship between workers and employers was initiated in late 80s by some enlightened employers. Few moderate Trade Union Leaders, desirous of such relationship, joined in the efforts and the idea was then floated in a larger joint meeting of Workers and Employers but, at that time, it was considered im-practical due to mindset betraying proverbial clash of interest between Workers and Employers. However, like minded Employers and Workers representatives recognizing and realizing the need for creating effective working relationship between Workers and Employers, continued their efforts till the formation of WEBCOP.
Workers Employers Bilateral Council of Pakistan (WEBCOP) was established on 12th July, 2000 by the enlightened & forward looking Employers and Labour Leaders from national level representative organizations of workers in Pakistan to meet the challenges posed by Globalization, innovation of new technology and WTO regime to the national economy in general and industry in particular through concerted efforts.
In WEBCOP there are 54 founder members representing Employers of Pakistan and eminent Labour Leaders from National Federations / Confederations. Both Workers and Employers have equal representation and four independent experts respected by both workers and employers. WEBCOP, for the present have four Office Bearers namely Convener and Joint Secretary from the Employers and Co-Convener and Secretary from the Workers. Four Provincial Chapters one at each province and six city chapters at Multan, Faisalabad, Sialkot, Quetta, Hyderabad and Federal Capital Islamabad have sofar been established. The pattern of formation of Provincial and City Chapters of WEBCOP is the same as of National Chapter. Memorandum of Association and Articles of Association was agreed unanimously with the consensus of all the founding members.
WEBCOP is a voluntary movement of like-minded employers and labour leaders who have joined hands together, sinking their personal interests for greater national cause. It is the only example in the world of bilateral efforts without the assistance of Government. WEBCOP within a period of four years has been very successful in gaining acceptance and recognition at the national, regional and international level.
